If anything, all a Passive equated to was proof of two things: Theory and Experience. For example, let's take something Like Alchemy; even if the lad somehow stumbled his way into concocting a basic One-Star Health Potion, that didn't mean he was going to earn the corresponding Passive magically.
First, he would need to spend years toiling in a lab, learning tens of thousands of herbs and plants, along with different recipes, and then, he would have to put that knowledge to work, crafting multiple potions, and after years of this, ONLY THEN, would he learn the Passive.
And it was precisely because of this that Colleges on Terra, no matter what country you visited, all had courses tailored to meet this very specific need.
